Every month, Quiet Storm distributes about 100 8x5x5 boxes of hygiene supplies to individuals in Montgomery who are homeless or in need. We have a constant need for basic items.
Quiet Storm Outreach Group Inc., founded in 2019, provides direct outreach to individuals experiencing homelessness in the River Region, meeting people wherever they are and under any circumstances. Despite being a small team, the organization has already served more than 3,000 disadvantaged individuals, even sustaining efforts during the COVID-19 pandemic through the self-funding of Founder Alvin Rowell. Their services extend beyond homelessness to include emergency relief during natural disasters, partnering with agencies like FEMA to deliver essential supplies in Jefferson and Montgomery Counties.
In addition to emergency relief, Quiet Storm Outreach Group Inc. supports survivors of domestic violence by providing hygiene products and connects individuals experiencing homelessness with rehabilitation resources. The team consistently invests in professional training and continuing education to strengthen their services. In 2022, they became the first nonprofit service provider in Alabama to earn a scholarship through PROCEED Incorporated to attend the 2nd Health Equity Summit. With a dedicated and compassionate team, Quiet Storm Outreach Group Inc. continues to make a powerful impact on underserved communities.

Alvin Rowell has always carried an unwavering passion for helping others and making a lasting impact in the community. From a young age, he found joy in serving others and developed a deep commitment
to uplifting those in need. He earned his Bachelor’s Degree in Criminal Justice with a minor in Psychology from Alabama State University before beginning a career in public service, where he worked directly with communities through a government services organization in Jefferson County, Alabama.
During his years of service, Rowell received a vision to directly address the needs of the less fortunate. Acting on this calling, he began using his own resources to provide food, water, and hygiene items to individuals experiencing homelessness. Within minutes of his very first outreach effort, he distributed more than $200 worth of necessities to underserved individuals—a small act that sparked a powerful movement.
That life-changing moment led to the creation of Quiet Storm Outreach Group Inc., a nonprofit dedicated to enhancing the quality of life for vulnerable populations. After retiring from government
In 2021, Rowell returned to his hometown of Montgomery, Alabama, to continue his mission of service.
To strengthen his impact, Rowell actively engages in professional development opportunities and collaborates with other agencies to expand support for individuals in need. He also serves as a Task.
Force Advisor for the City of Montgomery on Homelessness, and previously contributed to the Census Bureau Homeless Task Force in Jefferson County in 2020.
Through leadership, vision, and compassion, Rowell remains committed to driving Quiet Storm Outreach Group Inc. forward—empowering communities, restoring dignity, and bringing hope to those who need it most.
